If you're a first-time buyer trying to make sense of the Greater Phoenix market right now, here's the truth: where you buy matters as much as when you buy.
Not every city in the Valley is playing by the same rules right now. Some areas are firmly in Sellers Market territory meaning competition is high, inventory is tight, and buyers have less leverage. Others are sitting in Buyers Market conditions, where inventory is up, sellers are more flexible, and first-timers actually have room to negotiate. Knowing the difference is the first step to making a smart move.
Here's how I'd map it for a first-time buyer in 2026:
Where buyers have the most leverage right now
The cities currently sitting in Buyers Market conditions are your best entry points as a first-timer: Goodyear, Surprise, Buckeye, Queen Creek, San Tan Valley, and Maricopa.
These are not consolation prizes. Greater Phoenix's economy is being reshaped by major employers including Intel's multibillion-dollar campus in Chandler, TSMC's expanding north Phoenix operations, the Phoenix Biomedical Campus in Downtown Phoenix continues to expand, and LG Energy's emerging hub in Queen Creek. The ripple effects of the job growth are reaching every corner of the Valley, including the West and Southeast. Goodyear and Surprise offer newer construction at price points that simply don't exist closer to the urban core. Buckeye is one of the fastest-growing cities in the country. Queen Creek and San Tan Valley give buyers more space, newer inventory, and a suburban lifestyle that's increasingly well-served by restaurants, retail, and schools. Maricopa is the most affordable entry point in the metro for buyers willing to commute.
The tradeoff in all of these areas is distance from the urban core. If you work remotely or your job is in the Southeast Valley, that tradeoff disappears entirely. I know this firsthand. Years ago, I told my husband, "This is as far south and as east that we need to move" only to move further south once again. Luckily for me, I was able to work remotely in the early 2010's.
Steady markets worth watching
Avondale and Peoria are sitting near balance - not firmly in buyers' favor, but not competitive enough to squeeze out a first-timer with a solid offer and good preparation. These are solid options if you want to be closer to established amenities without fighting the intensity of a full Sellers Market.
Tempe — the stretch option
Tempe is balanced right now, but it earns a separate mention because it offers something the other cities on this list don't: genuine walkability, light rail access, and an urban energy that appeals to buyers who don't want to feel like they live in the suburbs. Inventory is tighter and prices reflect that demand, but Tempe properties hold their value well and attract strong resale interest.

Mortgage rates have stabilized enough for buyers to negotiate, and the Valley's inventory is beginning to shift — which means the window of leverage in Buyers Market cities won't stay open indefinitely.
